Oda-sensei, the author of One Piece, loves Anpanman, and elements of Anpanman are evident in the character Luffy.
The reason why Luffy joins Zoro and Sanji is that they both depict food.
For this reason, I believe that the common justice of naval generals is to “share food with the hungry.

The world government has brought poverty to the world, and because of the “world government” everyone is unable to eat.
If the common justice of naval generals is to “share food with the hungry,” I think “Goro-sei vs. 5 naval generals” will be realized.
The true nature of the 5 Navy Generals
I am including my speculation here, but I found an element that the Navy Generals would turn against the World Government.
